OpenGov builds cloud software for U.S. cities, counties and state agencies. Its Public Service Platform connects budgeting, accounting, procurement, permitting, asset management and workforce operations. OpenGov ERP includes human capital management, linking hiring and payroll with budgets and financial data. The platform uses a common data model across departments, while OG Assist helps staff find information, understand data and prepare actions for review within their existing permissions. Permitting tools analyze plans against applicable codes and flag issues for human reviewers.
Founded in 2012 by Zac Bookman, Joe Lonsdale, Dakin Sloss and Nate Levine, OpenGov initially integrated municipal ERP systems to support transparency and reporting. It expanded into cloud workflows for the operational tasks governments already performed, including budgeting, procurement and licensing. Thiago Sá Freire, previously president and chief operating officer, succeeded Bookman as CEO in 2026; Bookman became co-founder and chairman emeritus.
In 2026, OpenGov reported serving more than 2,000 governments and completing more than 4,500 software implementations. Cox Enterprises acquired majority ownership in 2024 through a transaction valuing OpenGov at $1.8 billion. In his 2024 account, co-founder Joe Lonsdale stated that OpenGov had surpassed $100 million in annual revenue.
