Orbis Operations

Orbis Operations builds software and provides services for defense and intelligence work, serving the US government, allied nations and commercial enterprises. Its three complementary products connect information to analysis: Catalyst governs data access across distributed systems and sensors; Pulse acquires, triages, enriches and processes data through a single API; and Discovery supports AI-assisted intelligence production. Each works independently, while together they form the Common Operational Data Architecture.

Founded in McLean, Virginia, in 2008, Orbis is led by founder and CEO Josh Mayne. Its distinctive engineering approach centers on Catalyst’s Common Operational Data Layer: a peer-to-peer mesh connecting sensors, repositories and decision systems without a central hub. Cedar authorization policies are evaluated locally at each node, and nodes can operate without persistent connectivity. This supports data sharing across organizations while preserving local control over access.

McNally Capital acquired Orbis from Adelphi Capital in 2021, with the transaction closing on April 7. The business combines its products with architecture design, integration, deployment, training and mission support. Catalyst can run on Orbis-managed cloud infrastructure or customer-controlled hardware and private clouds, including air-gapped environments. Orbis has offices in Washington, DC, Canberra and Taipei.
